What Babs said. Ripping from a content delivery network, like YouTube, Twitch, Facebook, TikTok, etc., is almost certainly against the terms of service, and likely copyright infringement because of how the download is often used.
Contact the owner of the video, like Babs said, tell them *all* of what you're going to do with it (the law is incredibly granular, and they can still sue you and soak you for going beyond what they actually gave permission for), and ask for the original file that they uploaded. Chances are, you'll either get both permission and the file, which makes the download problem moot (and it's better quality anyway), or you'll get neither, in which case you forget using that content and do something else.
Fair Use does exist, but it's intentionally a perpetual grey area. Every case must be decided separately in court, so even if you do end up winning, which is never guaranteed, there's still a risk of that hassle if you just go for it without permission.
