Question / Help This problem is absolutely insane! Please, help me. What is happening?

All of my recordings that are longer than a few minutes have the following problem. At certain times throughout the video, and only at those times, the fps drops and the footage is jerkier for a short period of time (from up to a minute to a few minutes). I've recorded a lot of games and all had the same issue. The point at which the recording starts having lower fps is at totally random times. I can record the same thing twice and it starts to get laggy at one point in the first recording while the second has no issue at all in the same spot. Take my last recording as an example. I've recorded an hour long video. At two times throughout the video the fps gets lower for a short period of time. I did not experience any fps drop while actually playing the game and my GPU usage was at around 50-60% throughout the whole hour. My CPU was at around 20%. Also the game wasn't in any way more demanding when the fps drops happened in the recording. It can occur when looking at a wall. Meanwhile, when looking at a scene with lots of explosions/effects and big environments there is no framerate drop at all. My fps is capped in game and I've also used v-sync. I've tried different output encoder and options. The issue persists.

i7-9700K
GTX 1070
16 GB RAM
SSD
Windows 10 Pro 1903

I am losing my mind and I haven't found anything about this particular issue. I will try anything. Please, help me.
 
Guys, I've uploaded a 18s video demonstrating the issue. It consists of two parts. In the first part the footage is smooth. On the second part it's completely choppy and jerky. Actual game was smooth the whole time. Watch fullscreen to notice the difference better.

After playing the video in PotPlayer it reports being 60 fps at all times. How can that be when the second part looks completely different. What is happening here. Please guys, just tell me at least what this is to ease my mind a little. I have to record and can't do anything. I would appreaciate it immensely.
