There is a weird stuttering effect throughout my entire call of duty recording. How do i change it?

Do an actual recording or stream, you log does not show that either was done as far as I could tell. Do you have a video link you can post to help show the problem as well?

What are your recording settings? What is the game graphics set to? Way too many unknowns here.
