The video is twitching. Need help please!
Everything is fine in the game, but the record twitches. I made a demo recording of 3 games and the configuration of the system with the obs.
On the video, I brought the system load sensors to the temperature. Everything is within normal limits but the video is twitching.

What I tried:
-Vertical Sync On, Off
-Windows 7, Windows 10
-Bought a new processor
-Bought a new RAM
-Bought a new motherboard
-Bought a new power supply
- All sorts of settings
-Turn on / off game mode in Windows
-Various drives HDD, SSD
-Various nVidia drivers
-Different programs for recording (in some recordings twitch in others not)
The only thing that the nVIDIA GeForce GTX 1060 6GB graphics card did not change. I have no opportunity and means to buy a new one.

Tell me where could be the problem?

Please post a log with your issue! Here's how...

OBS Studio creates a log file each time you run it which contains very useful diagnostic information. Without a log file, it's much harder for any support volunteers to figure out problems and your post may be ignored. To upload a log file, go to the Help menu > Log Files > Upload Last Log...

When turning, buildings move and tremble with fading. Can't you see? I previously wrote to nvidia tech support and they ran a series of tests. They answered that it was an interesting problem and most likely a software problem. So, as in the game it is smooth and fraps records smoothly, but in the observatory there is a jitter.
