The video freezes every 2 secs

The video is stopping every 2 secs and it seems choppy
Please refer the video because i am unable to explain it properly

Can You also lemme know the settings for highest video quality i can record from my pc
i am unable to do so

your laptop is very low end so you could try turning down the bitrate until the it's smooth but then you'll probably get pixelation

also some ppl say that using CRF is better for recording so you might want to try that out if turning down the bitrate doesn't work
