the setup says I don't have Wi-Fi when I clearly do

can't even set it up because it refuses to believe that I am, in fact, connected to the internet. Checked multiple times, reconnected multiple times, nothing worked. I'm not attaching a log file because:
1. that's nonsense for an issue like this
2. I'm assuming the "Help menu" you upload it from is in obs, which I can't get to, because I can't set it up.

It doesn't seem like an issue with obs, but everything else that needs Wi-Fi is working fine, so it must be. I don't know if it being steam version matters, but it is the steam version.

These forums are for OBS Studio downloaded and installed from this site. Other forked versions of OBS, like streamlabs, or other, would be supported by those providers
Are you sure you got a legitimate version of OBS or maybe you grabbed a malware infected version from somewhere?

Indeed the installer available from this very site (download button on the right top of this page) installs OBS completely offline (it's not an 'net-installer' type). So i agree with Lawrence that it seems to be an illegitime copy (or fake) of the origin OBS source.
