The recording quality was poor as the livestream quality

The recording quality was poor as the live stream quality which was poor because of internet connection.
my recording quality setting was set to Higher quality. I thought the recording was independent on what was streamed? as in it records the input source not the livestream? if this is not the case, how can I get good quality recording while livestreaming

You have an option to use the same settings (encoder) for Recording as Streaming, or you can set them independently (which is what I do, I record at about 3X the bitrate vs streaming). Of course, one streams at CBR, vs standard recommendation to use CQP for Recording. Usually not appropriate to use CBR for Recording

Don't ignore the pinned post in this forum regarding posting your OBS Studio log when asking for help, especially regarding settings
