The recording maintains a smooth performance for the first 9 seconds, but beyond that point, it transitions into a notably choppy quality

I record games at 60 fps, 1080p

When recording games, the game itself works perfectly, smoothly and well. But the final video is not smooth, and it looks like it has less than 60 fps (although both mediainfo and windup say that the recording is 60 fps).

I have tried:
Turning v-sync on and off.
Different resolution, different bitrate.
Install earlier version of Windows. Install earlier video card drivers.
Turn off game bar and game mode in Windows.
Limit fps in the game.

also tried all recording settings in OBS itself. Nothing helps, the video is choppy.
None of this helps. Videos look choppy on all refresh rates, all refresh rates 60, 120, any
The problem obviously started now
oh and the game doesnt experience any frame drops

I lowered my audio to 16-bit, 48,000 Hz with DVD sound, and it seems to have resulted in a smoother experience???
For 1 minute...
it becomes choppy again but from 9 seconds thats def an increase? should i lower to 44.1hz in obs and windows?
