The picture is buggy when moving

Hello everyone, the problem is this, in any game and in any resolution, when I stand still, the picture is just top, but as soon as I start moving, the picture blurs, the quality deteriorates if sand is poured on the screen. I run a 7 5800h stream from a laptop with a 3060 GPU and 16 GB RAM.
The bitrate was changed to 5000 and 8000 all the same, with any resolution settings. Stream started and with

That's the signature symptom of insufficient bitrate. Fine when stopped, but artifacts when in motion.

Try running at a lower resolution and/or framerate. Note that some streaming service recommendations impose a bitrate cap which OBS by-default will respect, so raising to a higher rate may not have a visible effect.

OK, I'll try to set a smaller resolution, but I want to stream at 1080, then what kind of equipment do I need so that I can stream like this??

My friend has 1050ti and the streams are very high quality in 1080 resolution, and I have 3060 and that's the problem

Post a logfile from a streaming session where the issue occurred. We need one to be able to give good advice, and fix whatever the underlying problem is.

Especially when I'm testing a computer in OBS, he puts the settings 1080 himself, and I reduced them and still pours the picture
