Question / Help Terrible upload speed?

Hi, I seem to be experiencing terrible upload speeds (around 500 kb/s consistently) to any website, whether it's Twitch or Hitbox. I've tried altering the upload settings, from changing my resolution down to 480p, to dropping my bitrate to 1500 and even 1000, to dropping my FPS to 20. My upload speed should be fine, I've tested it both on various websites and on emails and uploading sites, and everything seems strong (the speedtests all said I was at least 4.5-5.5 mbps, some said closer to 7 mbps). I'm completely open to the possibility that my internet's either being throttled or having problems, because that definitely could be the problem, but at the same time, it's never happened before, so why should it now?

It also might be worth noting that it's using an extraordinarily low amount of CPU. Usually it's says it's using between 10% and 15%, but lately (since this started happening) it's been saying no more than 5%.

Attached is the most recent log file, which was just a 1-minute test, which had results consistent with what's been happening - lots of dropped frames and only averaging about 400 kbps output.

It's probably some connection issue between you and one of the servers you need to connect to, to eventually get to Twitch. -Change the server your streaming to in stream settings in OBS. You could try to:
-Change your DNS settings (I'd suggest Google's, which is 8.8.8.8 and 8.8.8.4, but you could use OpenDNS or any other as well.)
If you're still having issues, check you router settings, renew your DHCP lease, get a new router, connect by ethernet as opposed to wireless, etc. I can't say for sure which could be the problem, so just try a bunch of these suggestions, and something should work. If it doesn't, then the issue is most likely not on your end, and there's sadly nothing you can do.

I would definitely contact your ISP before you start replacing any equipment. Also, as NateSnowstorm said, if you are using wifi to stream then that could be contributing to your problem. Would highly recommend always using a hardline when streaming.
