"obs-vst.dll" - find it in 64bit plugins folder of obs and remove it. Or find the VST plugin that you you have used last in OBS Studio (probably MeldaProduction's MCompressor) and remove it instead.

Plugins manager was planed long time ago, but no bit was changed to resolve this kind of issues in OBS Studio. Always keep empty Profile and empty Scene Collection to be able to start OBS Studio itself (using special commandline keys). This all you can do to minimize the risks of "not loading" obs.
