Question / Help Sync Offset Problem

Hi! I use an Elgato HD60 and everybody knows that there's a delay before the sound/image comes through the card.

Here's my problem, I'm trying to put some Sync Offset on my microphone to make it so I talk at the same time of the events happening in game. Although, when I put some Sync Offset it doesn't change anything. OBS still get the sounds as soon as they come out of my mouth. Is there a way OBS can take the sound and throw it on the stream/recording at some milliseconds after?

I'm using OBS Studio btw, please help!

If you are monitoring sound then you cannot adjust the delay by your ears in real time. Just playback the stream or the recording.
 
The 'Monitoring' uses device to playback sound (Settings>Advanced>Audio Monitoring Device). The Sync Offset function affects Tracks only. The 'Output' - sound goes through Tracks mixer. Thus 'Monitor and Output' --> hear it without offset and streaming with sync offset.
