Bug Report Sync Offset not active until changed

I've had this issue for a couple of the last builds and haven't found any solution. The only way I can get OBS to obey the Sync Offset numbers I've entered in is to change the number of ms and then change it back to the setting I already had, I just click up 1 ms and back down 1 ms to the previously setting and click close.

I'll take you through what's happening. I open OBS and stream but my microphone audio will be out of sync. I'll go and check in Advanced Audio Properties and everything is set as it should be to 700ms Sync Offset on Mic/Aux yet my audio is out of sync. If I change it to 699ms and then back to 700ms it will then be in sync!! I can start and stop the stream as many times as I like at that point and it will hold the sync but if I shut down OBS and load it back up, it'll be out of sync again until I do the little trick of "wiggling" the setting.

I have to do this little trick as a work around every time I load up OBS, and if I forget my viewers will let me know that I'm out of sync, but it's embarrassing!

Has anybody else ever experienced this bug or know what it could possibly be?
