[Suggestion] Add H.265 (nvec_hevc) output option for streaming

Well since I've wood internet I can't really stream 2mbps with h.264 however h.265 would be possible.

Even if OBS supported it, streaming services do not support h265, so you wouldn't be able to stream with it anyway.
