Question / Help Suggest me a computer build for YouTube streaming

I will build a dedicated live streaming computer input from an Elgato HD60S to YouTube and/or Facebook (at the same time possible?)

My uploading connection is capped at 30Mps (two lines, can be setup as failover or load balancing, not sure if it's relevant?)

Since this computer need to be portable, just in case, I'll limit it to mini ITX motherboard preferable without dedicated GPU.

Questions:

1. Which CPU is the minimum requirement? Recommended?
2. How much memory is needed?
3. Do I need dedicated GPU?
4. Cache/Storage? Does it need fast SSD?

I don't think a decent dedicated streaming PC can be built on a mini ITX platform. You need a dedicated GPU for OBS to perform well. You need desktop or server - oriented CPUs that generate a lot of heat for OBS to perform well. Both of those make mini ITX undesirable.

1) Any i5 or i7 from Sandy Bridge onwards minimum, Ryzen 7 or 6C / 12T or more Intel CPU, ideal.
2) 4 GB minimum? I'd go with 8 or 16GB just 'cause its not that much more money.
3) Yes. Its conceivable you could use the Intel integrated but performance suffers.
4) Slow big storage is fine. Modern hard drives are more than fast enough for video bitrates. You don't need an SSD.

5) Avoid USB capture devices and get PCIe instead. They just work better. Not sure which that Elgato is.
