Suddenly unable to stream - possible OBS settings fix?

I recently moved and unfortunately my new place does not have fiber internet. As such, I went from 600 down / 600 up to 1000 down / 20 up. This has significantly impacted my ability to stream and it suddenly started getting worse and I am hoping that it's something I can fix with a settings change. Originally, I was able to stream by turning off "Enable Enhanced Broadcasting" under Settings -> Stream -> Multitrack Video. Immediately it went from constant frame drops, lag, and stuttering to a stable stream. The downside was that the delay would grow more and more egregious as time went on, before I had to restart the stream to fix it (temporarily). However, last night I went to stream and it was a disaster. Turning off Enhanced Broadcasting resulted in a black screen with a constant buffering display forever. Turning on Enhanced Broadcasting allowed people to see and hear me, but I was dropping frames immediately to the point that the percentage was rising about 0.1% every second. I am unsure what else to try and my ISP has informed me they are unable to increase my upload period, and that I have the maximum upload possible. There is no ETA on fiber and the estimate was approximately 2 years so if it's not a settings fix then RIP to me.

I've never had to adjust much in OBS before, so please any advice no matter how "basic" is much appreciated! I only stream to Twitch, no multistreaming, and have a brand new Netgear CM1000 and AXE5400/AX75 router. I also can't post any logs right now because I had already opened OBS again to record a short video, so I am assuming that the logs from the problem session was gone.
