Question / Help Suddenly experiencing lots of lag while streaming

I was toying about with my settings in an attempt to set myself up for streaming in 720p60fps whilst recording in 1080p60fps. During my testing I noticed myself suffering severe lag on the stream side of things. This would persist over live video as well as my VODs. I've been over my settings again and again and to my knowledge they are all set as they should be.

As you can see the frame rate is very poor despite my CPU usage barely hitting 60% with my temps peaking at 50c and OBS reporting 0 frame drops.

*EDIT* I just realised I was running the 32bit version of OBS so switched over to the 64bit version. Despite this I am still having major trouble streaming at a consistent frame rate. If I lower the CPU presets right down I can get an almost solid 60 but the picture itself looks awful even while not recording. I also tried to switch back to ver 0.14.1 with no improvement.

Some additional information...

I have tried to run my recent logs through the analyser but each time it tells me the log seems to be incomplete. They have been short test streams of about 2 - 5 minutes so perhaps too short to gather all info? I really don't know.

I have tried testing on both 32 and 64 bit versions of OBS Studio, reverted back to previous versions and used several different servers each of which were rated 100 on Twitchtest all to no avail.

Streaming 720p 60fps at 2500kbps shows issues persisting across the live stream and VODs with or without local recording. OBS reports 0 dropped framees, twitch bandwidth test shows my connection is stable and consistent.
All local recordings turn out perfect 1080p 60fps quality at 8196kbps

I'm running Windows 7 on an i7-4790k with 16GB of 1333mhz RAM and a GTX 970
