Question / Help Sudden loss of AMD GPU encoding, please help

I have been streaming with my laptop for quite some time and while I am no stranger to the AMD encoder breaking with new driver updates on my machine, this is the first time I've consistently been unable to begin streaming. CPU/x264 encoding is not an option for me at this time as my CPU unfortunately throttles and stutters the stream no matter what configuration I try to use. Can anyone inform me of what I could do better or how to troubleshoot this issue?

Is there any way to address this? I installed the encoder listed there but I still have no access to GPU encoding.
 
Oh I see. I overlooked the type of GPU, which is AMD Radeon(TM) HD8970M. I think this GPU is blacklisted. I'm hoping that Xaymar chimes in on this one, but the older versions worked with the HD and R7 GPU's.
 
From what I see (because I use a Mobility 5000 series GPU), it will take a driver downgrade to make it work with Windows 10. AMF 2.2.4 was the last install before the major blacklisting was happening. Even with an older OBS that I installed during that time, the encoder still does not show. I would think that I need to downgrade my current drivers to make it work, which may change the WDDM (driver development model) and it may still be blacklisted.
