I have never had any issues streaming with my 60FPS except if I was having a bad internet day....today was an absolute nightmare and I haven't made any changes to my computer or settings at all...dropping to as low as 19FPS on OBS no matter which scene I was on. I can attach some logs?
I tried shutting down OBS mid stream and re-running as admin. It fixed the issue for 20 min then right back down to the poor frame rate.
I updated to the latest OBS just now in hopes maybe that fixes it for the next stream, but it seems OBS is still using a very high amount of processing power for some reason... here are log reports attached
