Having a weird issue where if I simply have OBS open my game feels like it's stuttering. My FPS is always a solid 300+ without any spikes in FPS. I think OBS may be limiting my refresh rate to 60hz. This only occurs when I have my FPS set to 60fps in the video tab in OBS, on 30fps it works fine - but I'd like to stream in 60fps as I play mostly very fast paced games (CSGO, Overwatch, Rust)
My PC should be able to stream fine, and I used to be able to stream in 60fps just fine before I got my 144hz monitor so I'm pretty sure OBS is limiting the refresh rate. PC Specs: R9 390 Sapphire, i5 4690k @ 4ghz, 16GB Hyper-X DDR3 RAM (Not sure of the clock speed, it was near the high end for DDR3 though), OBS is installed on a 120gb SSD and CSGO is on my HDD (but I have the same issue with overwatch which is insalled on my SSD). Temps seem fine. Issue occurs just by having OBS open with the framerate set to 60fps, don't even have to be streaming and I've tried a lot of things like putting OBS on my 144hz monitor and minimizing it, disabling preview, switching game to fullscreen and so on.

Forgot to mention, running on windows 10 and my upload speed is 25Mbps with 100Mbps down.
