Stuttering when recording games in Windows or via Elgato

I'm getting stuttering that appears in the preview along with the stream + recording when capturing games running locally on Windows but also when capturing PS4 games via the Elgato card. I have a beefy computer so I don't think it's hardware related. Any help would be much appreciated.

I'm attaching relevant logs.

Any suggestions? I can make changes and post new logs/samples if anyone has any troubleshooting tips.
