Question / Help Stuttering/Lag CSGO stream

Hello, I have a problem
When I start the CSGO stream it feels like I would have a 60 hz monitor even if I have 250+ fps.
I want to stream on YouTube 1080 @ 60
PC Configuration
7700k
980ti
8gb ram 2400Mhz
Internet 1Gbps Fibre
Monitor Asus VG248QE 144Hz
Before I had a i5 4690k and did not feel when I started the 1080p stream ,it was going very well.
OBS Settings NVENC 12000 bitrate
I tried everything : disable preview ,update Realtek drivers (i use usb soundcard),lower bitrate,lower resolution to 720p,changing resolution in csgo.

try capping csgo framerate to 144, if you are using NVENC make sure the gpu isnt being overloaded while playing and streaming the game, you can check this in windows 10 task manager -> performance -> GPU 0 (the one and only dedicated gpu or numbers 0 and 1 if you have sli) also make sure that the dedicated gpu 'number' is the same as your NVENC encoder (under Two-pass encoding in output settings)
