Question / Help Stuttering in while streaming or recording

So I've been trying to stream at 720p 60fps my cpu or gpu never hits max load. My temps are good. I've disabled G- sync and have both my monitors at 60hz and even after all that I still get stutter. Any suggestions?

So here's the weird stuff I'm playing at 1440p on a gtx 1080. So I dropped the resolution to 1080p to lower gpu usage and capped fps to 60. and i still have this issue

1080p60 is hard. If you're recording for later editing and not streaming you may want to look at ShadowPlay instead, as it just grabs rendered frames and does not re-render them.

Ok now I'm Confused though im stalling even though only 60 to 70 percent of my gpu was being utilized? Also I was doing 720p 60fps
