Question / Help Stuttering in video

I have Intel Quick Sync and it helps that I don't get any FPS hit when I record. However, in certain games such as battlefield 4, the video stutters and I do not in game. I can show my settings here:

In games such as Minecraft and Overwatch, there is no stuttering

qsv works very smooth with bf4. i have 6600k also
1. enable vsync in game
2. make sure fps in obs=desktop refresh rate=ingame refresh, game in fullscreen
3. try ICQ without LA with same value.
