Question / Help Stuttering in preview/stream. Game runs smooth.

Title explains the issue. I had formatted windows and reinstalled a fresh copy of everything. Games, Windows, OBS etc. I now notice. When I am previewing or streaming. The game is smooth as silk but the preview or stream has micro stutter. I am using 32 Bit OBS Studio. Issue is the same when I run 64 bit as well. I have tried adjusting to 30fps/48fps/60fps. Issue remains.

Quick System Specs.
4790k
32 GB RAM 2133
SLI 970(Even with SLI it was smooth before the reinstall)
500 GB 840 Evo SSD
H105 Cooler

GPU Temps are around 60*C
CPU Temp is 48*C

Dual 970s instead of a single 970 caps the card that OBS is using at pci-e x8 instead of x16 (due to your system's processor)

48fps is a little over 50% more cpu use and between 25% and 50% more bitrate required for no real visible smoothness improvement.

Thank you for the help. I am curious as to why this stutters now and not before with the exact same settings/dual 970's
