Stuttering/frame drops in recordings/stream, even when OBS doesn't show it in the stats.

Hi, new to the forums!

Okay, so I've been having an issue lately wherein I'm getting stuttering in recordings/streaming anything. I've tried various bitrates, NVENC, x264, Psycho Visual Tuning and Look-ahead on and off, Game Mode on and off, running OBS as an admin and not an admin and lower resolutions, but alas no joy.

I've event went as far as installing previous versions to no avail and even re-installing Windows thinking something in my OS was a miss.
I've exhausted every possible option I can think of, my GPU, RAM and CPU aren't being thrashed and stay under 60% utilization. I've tried various games, the main one I stream is Rocksmith 2014, but I've also tried Crash Bandicoot N. Sane Trilogy, GTA IV and a few others and they all do the exact same.

My system specs are:
AMD Ryzen 7 3700x at stock speeds
MSI X570-A PRO
Corsair Vengeance RGB Pro 3666MHz 16Gb (2 x 8Gb) DDR4
Gigabyte Windforce RTX 2080 8gb at stock speeds
Gigabyte B700H 700w PSU


Attatched is a log from a recording when the stutters have been present.

My gameplay is buttery smooth, however the recording/stream or even preview is not.
Any help is greatly appreciated!

I have the same issue. According to my stats everyhting is fine / 60fps. Rendertime is around 0,5 and 1,0 ms. Basically zero skips on decoding/rendering/network. Also tried everything, but no luck.

The stuttering/fps drops only occure in the recordings, the game runs fine (with max. 60% gpu/cpu usage).The drops are not constant, but happen regurarly.
