Question / Help Stuttering during stream

This is my current log, I have tried multiple bit rates and have never had a problem like this before? If there is more information needed, just ask below and I will provide what I can!

Also want to note I am using OBS Stuido, as earlier OBS Original would stop responding if I tried to Stream/Record/Preview, fully uninstalled to give Studio a try. Studio lets me go live, webcam looks fine and doesn't lag, but my game play itself will stutter severely.

Even tried different encoding presets, still lagging on stream.
