Stutter On Record... But No Dropped Frames after Upgrade

I CANNOT figure this out... I have tried dropping resolution, tried changing encoders, everything I can think of.

Whenever I start recording or streaming it LOOKS like my frames drop to about 15 fps, but everything is reading fine, regardless of the settings. I am just trying to stream at 1080p 30 nothing crazy, but my video looks like stop motion. Before I press record though it LOOKS perfect.

I didn't notice this before the 27.2 upgrade, but that's not to say it wasn't happening on a smaller scale before...

HELP!

Just went to an older version and everything is FINE... WTH OBS!!
 
The Problem ist streamfx plugin need N update
But stream fx ist Not a stabile plugin so best dont use it in live Performance
To denstinallt it delete it an reinstall the New version Of obs
