Stutter in preview please help me out <3

Specs :

Ryzen 9 5900x
RTX 3070ti
X570 A PRO
32gb gskill trident Z CL14 3600mhz XMP active

I triéd everything i could and i get constant stutter in games and even when im just showing firefox.
Statistics are clean, no dropped frames.

im running two of the same monitors in 165hz but i had trouble installing the right drivers fot those monitors. they still show different values in resolution in the lists of NVCP

im always capping my games to 60 or 120fps with vsync and amd freesync off

im using x264 on medium and never see any encoder lag or overload of hardware.
6mbit upload in encoder.

Try the following and see if it makes a difference:
1. Create a new Scene Collection with 1 Scene and 1 Source of your main content (no filters) and then restart so it starts with that scene. If that fixes it, it's one of your sources.
2. Change the refresh rate on both of your monitors to 120hz.
If that doesn't work, hopefully someone else responds.
 
Update :

When i cap fps to 60 the stream is butter smooth but then my main game stutters :D like 3070ti cant hold stable 60fps ?`woot ? 120+ fps is no problem for my gpu btw. this is fcked xD
