Question / Help Stutter/Freeze

Hello,

Recently I have started trying to stream and everything works fine until I get into a game with other players.
A few minutes after I join a game the stream will start to stutter and lag and freeze like crazy. I've tried lowering the bitrate to as low as 1000 and it has no effect.

I've tried every downscale filter I could as well and multiple twitch servers.

Any help would be greatly appreciated.

Still no idea, I tried removing and reinstalling everything, I updated every driver I could, I tried with just the game window a few different ways, I tried the hardware encoder instead and it's all the same result.

Well by fiddling with stuff I've officially made it extremely worse, now I'm dropping 127.9% of my frames due to encoder lag now.

I'll note that OBS Studio and overwatch are the only two apps running and overwatch its on as low settings as it possibly can be. I've also tried with other far less demanding games with the same result.

I've tried it both with and without vsync both with and without limiting the frame rate, I've tried limiting it to 30 and 60 with the same result. Here is a log file from that session.

I forgot to add that through all of this neither the game nor my computer lag, cpu usage sits around 20-30%.
