im streaming a PS4 on a dedicated stream PC with an 8700k, a 1060, and a black magic hdmi capture card. No matter my settings, the stream stutters for a few frames every 7 seconds or so. OBS dienst report any frames dropped, and my cpu usage can be as low as 30 percent and it will still happen, so it’s not my “cpu being taxed” etc. what is it? I cannot find any info on this particular issue
Settings (preset medium or slow, bitrate 6000 I have 100 up speed, CBR, 900p59.94 resolution, etc)
