Question / Help Stutter and laggs on the new RTX 2080 TI

So right, I got my new build a week ago, and since then, all my gameplay has been laggy, some more than other, but even when I am not gaming, it feels laggy for some reason.
I get these weird "stutters" when I am gaming, so it doesnt feels smooth, like it use to do. I had an 1080 TI before, same processor, same settings, switched to new watercooling (thats better) and a new GPU, stress tested it all, made sure it didnt crash and was able to stand any kind of stress, everything fine.

All my gameplay when I do not use OBS, totally FINE. But when I do stream, for some reason with the new GPU, it feels sooo laggy and stuttering, and I heard from several others upgrading they feel the same way.

I use 1 PC only and did that before aswell, and back then, it was smooth, no errors at all.

The log under, shows some lagg on my internet, GPU and CPU. The lagg from my internet is when I downloaded files (My stream isn't complaining about lagg, its only from my perspective its bad) GPU and CPU overload is when launching Fortnite or CSGO, because it take so much power when launching, but its completely dropped when I am ingame. (Its due to settings) but even though when I am ingame, not using my GPU or CPU fully, it still feels grumpy and stutters. It did not on the 1080 TI.

Can somebody please help me out, or does OBS need a new update for this to be fixed?

Check if Windows is set to have Game Mode on. If you don't see the toggle for Game Mode in PC settings, you need to update Windows.

Ive had the same problem only recently with my 1050 ti. Fortnit feels like 50 fps yet it says 144 in the fps counter
