The quality won't look very good when the bitrate is set to 1000 for a 1080p 60fps recording. You should set the recording quality drop-down in the output settings to "high quality" or better if you want to record at high quality, don't leave it on "same as stream" for recording unless you want to record the output of a stream. A stream means a stream on the internet -- such as to services such as Twitch or Youtube.

So to sum it up if you're trying to get a good quality recording: Settings -> Output section -> Recording Quality -> High Quality (or better)
 
It seems to use double the CPU it says it uses in taskmanager even when not recording or streaming. I can make it work by lowering certain settings but I'd prefer it to work the way it should.
 
It could be that my geforce drivers aren't up to date. I'll test if it helps to update them through geforce experience.
 
No it still uses double the amount of CPU taskmanager says it uses. As a result I can't use it with the settings I want despite my computer having the right amount of power to do so.
 
I'm using Windows 10. Could that have something to do with it? I read a lot of stories of OBS not working with Windows 10. I don't have another OS available though. I guess I could try to install Ubuntu again but PC's come with a weird form of Windows only DRM and I'm not going to pay them for treating me badly as a customer just so I can use OBS MP on Windows 7.

Windows 10 isn't the cause at all. All the stories you've been reading come from people who have generally broken computers.

If you're recording and ONLY recording, use the simple output mode, high or indistinguishable quality, x264 low cpu encoder.

My problem is not the settings. It is that it says it uses more CPU than taskmanager says it uses and acts like it too. Why is that?
