Question / Help STUCK ON SETTINGS!

Hello everyone! I have some issues with finding good settings that suit my PC. Now before you say to go and look online because there are loads of videos that help, i have tried litteraly all of them and i always have bad quality or 'jumpy/glitchy' gameplay. It is also not my pc as it is brand new and I just built it. Here are the specs if they help:
