Bug Report Struggling to enable Quick Sync?

So I enabled multiple igpu on my BIOS and saved, installed latest drivers for intel graphics and when I click detect displays on Display settings, it doesnt detect any new ones (which I thought it should)

Also, when I choose Quick Sync on OBS and try and stream, I get "Starting the output failed. Please check the log for details. If you are using NVENC or AMD Encoders, make sure video drivers are up to date." Here is log: https://obsproject.com/logs/ZzeQsJiD3t1H6iYS

For reference, I am on Windows 10 version 1809.

Omg whoever you are, you are a lifesaver. My stream quality has significantly improved thanks to you and I can now stream at 900p / 60fps on an i5 9600k when playing PC games. Thank you so so much as I did lots of youtube searching and google searching and not one result gave this answer.
