Streams/VODs are pixelated 1080p 60fps

I got a new PC to stream off of but now my settings arent right. I used to stream off an intel i5 1650 prebuilt and use capture card from ps5.
Internet: 750 down, 100 up

SPECS
X570 AORUS ELITE WIFI
AMD Ryzen 9 5900X 12-Core Processor 3.70 GHz
AMD Radeon RX 6700 XT
TridentZ RGB 32GB DDR4-3200MHz

OBS
Base- 1920x1080
Output-1920x1080
Lanczos
60 FPS
Encoder H264/AVC Encoder(9/10 people said i should be streaming from my GPU, but not sure whats better honestly)
Quality
Profile-High
Bitrate-4500(was at 6000 but i dropped a few frames) didnt drop any from going down.
interval-2

LOG FILE- I had to attach the actual file since i ran OBS again

1080p 60fps needs min 6000bits!
use twitch test to find a good server

1. update all drivers GPU,Network,sound from the manufacture homepage

2. Update Bios

file problems !

little tip dont use the one drive folder fol you stream things best is make an folder on C: like C:\twitch and put your folders and files there so you can backup this folder to onedrive
when you reinstall you PC and you use another username the path change with the folder on C:\ the files everytime searchable for obs!


when you use the F..... streamelements or streamfx plugin, it make problems please delete the obs folder reinstall it without the plugins !


is your PC direct connected to the router or did you use an cable and an wifi extender or so ? evertime use a direct connection to the router POWER LAN and WIFI IS NOT A STABLE Connection ! !

try to disable IPv6 in the network settings of windows or bind obs to your ipv4 adress

did you use the internet connection alone or did other people use it too ?
look in to your router to find QOS settings or prioritizing settings and set your PC IP to highest prio and set a fixed ip adress in windows

its it an Cable or DSL connection or 5G or 4G ?
Cable 5G 4G are shared connection so no stable connection

i run an ethernet with fiber internet and its being used by one other person yes, and pretty sure its 5G. im also not too sure how to reinstall the folder after deleting it. would that get rid of the plug ins? cause i have a plug in to run all my stream stuff

fiber is not 5G fiber is fiber !

test all the servers in your regio then make a longtime test 3 or 5 minutres on the best servers !

that the stream elements plugin right? this makes many problems add your stream stuff manually as browsersources for the docks in obs use a custom browser dock.

power off the router did you have installed any VPN software ? do all the things i wrote did you have bind obs to the ipv4 adress ? have you disabled IPv6 in the network interface settings in windows
