Hello I have been streaming for quite some time now. I had to learn things on my own. Just this one part i cant find any help to!
I have a:
>1060 Geofrce GTX OC Graphics card
>Corsair CX 750M powersupply
>Intel(R) Core(TM) 15-4460 CPU @ 3.20 GHz
>1 8.0GB of RAM

It is Windows 10 System type of 64 Bit.

NOW here the problem. I had to stop for a while due to the power supply issue and now since i have it all my viewers was excited TILL.. the Streams would lag a WHOLE lot, Stop, Or causes my games to lag a lot.
I play games such as Black desert online(heavy game), World of Warcraft, Overwatch, Leauge of Legends, ect ect.
My Ping is 22 MS, Download is 14.75 Mbps, Upload is 5.93Mbps

I dont know if this helps. But i remember reading some people say they want to see a log file? But idk if this works if not let me know. https://gist.github.com/a2c8d7a033c19186ae96a0493cba4ad9

Your CPU is having some issues with live-encoding your stream.

OBS 0.15.4 too old. You should update
Also, (I think) you should update Win10 to latest build. You are running Anniversary Edition but not the last build

You are rescalling 1080p to 720p
You record with no issues.

Then you stream at 690p
17:10:48.520: Output 'adv_stream': Number of skipped frames due to encoding lag: 524 (1.8%) --->Your CPU can´t encode
17:10:48.520: Output 'adv_stream': Number of lagged frames due to rendering lag/stalls: 2 (0.0%) ---> Your GPU is at the limit to render

Then you change video settings to
output 648

and stream at 576 (so, rescalling twice)
18:38:18.951: Output 'adv_stream': Number of skipped frames due to encoding lag: 2098675550 (510.6%)

Then rescale in video settings to output 616p
Stream at 576p (rescalling twice again)
19:36:58.525: Output 'adv_stream': Number of lagged frames due to rendering lag/stalls: 4 (0.0%)

Try this

VIDEO SETTINGS
Canvas 1920x1080p
Output 1280x720p
Rescale filter bicubic or Lanczos
30 FPS

Stream:
CBR 2000
X264 preset veryfast
profile main

If lag, then encode with NVENC and raise bitrate to 3000 - 3500
