Question / Help Streams been fine for years, now dropping frames constantly

Ive been trying to read around in these forums and I'm not very good at this type of stuff. But I have been using OBS for almost 2 years with the same exact settings and never had issues. Only issues I ever have is when my internet provider does their monthly update and my internet completely goes out. It started last Wednesday on the 21st I streamed like normal for a few hours no issues. I come home from work Thursday night and hit 'Start Stream' and my frames in OBS just tank. over and over, figured "oh it must be that time of the month again, ill just wait till tomorrow. Until tomorrow came and it did it again, and again sunday, and again Monday. I was able to stream for a couple hours on Tuesday of this week I think before it started acting up. I had a technician come out today and replace my modem and look around. the new modem did not help and he didn't see anything wrong, said his next step would be to replace every line. My question is if I haven't downloaded anything new, haven't changed any settings in OBS, is it definitely my internet being the cause? If so what issues could I tell the tech to look for cause he didn't seem very knowledgeable when I told him about what I was trying to do which is use my broadcasting somewhere to stream to twitch.
