Question / Help Streamlabs dropped frames randomly at start of stream

Here is the problems as best as I can explain it. My current internet speed is 400 down/20 up, yet I am encountering issues with dropped frames while using streamlabs. My CPU use is never above 50% and it does not happen every time I start my stream. Just earlier tonight I was streaming at 1080p 60fps with a 6k bitrate for 2 hours and there were no dropped frames. I was running the Twitch inspector tool while streaming for the entire duration and never dropped below 5000kbps. Right after I ended the stream (within 30 seconds) I restarted the stream to see if there were any last minute issues with dropped frames before I went to bed. It instantly shot up to 80%+ dropped frames and cannot surpass 2.8k kbps. I just had my ISP out here earlier today to try and resolve the issues as I thought it might have had something to do with my upload speed. They confirmed over the course of an hour today as well as tests run over the past few days that I am receiving 20+MBPS upload speed. At this very moment I have had streamlabs streaming live for about 5 minutes and am still sitting at 80%+ dropped frames. I am able to bring the stream down, wait about a minute and start again with zero issues. I am at a loss at this point as to what to do. My ISP swears it is not on their end and have run multiple tests that I have seen in person that show my upload speed. With I run the twitchtest, the results I get are great as well (shown below). At this point I believe that is has to be something
to do with Streamlabs itself. I am using the East-Miami port to stream to as it is closest to where I am currently located (Orlando, Fl).

I am not great with deciphering the actual logs, but I do see that it does mention my internet as being an issue however it is no longer an issue 10 seconds later when I restart the stream. I understand that Upload speed and internet quality fluctuates a good bit at times but it makes 0 sense to me how I can continue to drop frames at an 80%+ rate for over 5 minutes (while not being able to break 2.8k kbps) but then simply restart my stream and be at 6000 kbps for hours with no loss or interruption.

Anyone have an idea as to what the issue might be?

Here is an even better screenshot of my actual problem. I ran the twitchtest literally while the stream was live.

Streaming out of the Miami port. At an absolute loss. At this point I think it is something with OBS or Streamlabs unless I am missing something in the log report.
