Your i5-6400 isn't that fast. If you plan on playing games and streaming, I don't think you can do 1080p.
At 9.5Mbps upload, that is on the borderline of whether you can do 1080@60fps with good quality.
Your 1060 GTX is fine.

Put it all together you don't have the components to do 1080 streaming. I would suggest 720@60fps.

Try this with live streaming with YouTube:

Output Mode: Advanced
Encoder: NVENC H.264
Rate Control: CBR
Bitrate: 7500-8500 (*)
Keyframe: 2
CPU Usage Preset: veryfast

Audio:
Sample Rate: 48kz
Channels: Stereo

Video
Base Canvas: 1920x1080
Output: 1280x720
Downscale filter: Lanzcos
Common FPS Values: 60

(*) 10-20% less, optimize in 200 increments (i.e. 7500, 7700, 7900, 8100, 8300, 8500) until you get zero drop outs (use View | Stats to observe)
