Question / Help Streaming with x264 or NVEC?

My FPS doesnt seem to drop as much anymore and running at 4000 kbps seems to be perfectly level on twitch dashboard.. but my stream with good quality, is just choppy and laggy(not buffering) but like jumpy from frame to frame.. can someone tell me what my obs settings for output should be or if its my cpu or gpu that needs to be better?

Update to the latest OBS.

You can probably try out NVEnc or x264. You need to use a text file sharing site like pastebin.com for your OBS log file, the forum cuts off posts too soon for it to work with a direct cut and paste.

@Boildown right now i have it set to x264. While playing pubg on very low settings and streaming to twitch yesterday inside my task manager it was saying 96% cpu usage and about 50% gpu usage. I dont know if its my pc that isnt strong enough to play and stream or what. I cant determine if its my cpu or gpu or what but my stream is like choppy. twitch.tv/whopperxsenior the last few archives are what it looks like. Can you help me because im getting to many different answers from friends who "kinda" know what their talking about. I really need help.

You still need to update to the lastest OBS, then do a 5 minute or longer test with the best settings you've managed on your own, of high action gameplay, then post the entire OBS log file of that test.
