Question / Help Streaming way to go?

Hello.
Last few weeks i buy staff and educate my self to start stream on Twitch and i want to ask your opinions how to stat stream with what i've got. I would like to wait for new ryzen CPU and upgrade later to 3000 series but i cant wait so long to start stream. Please help me with optimalize my PC and find best way to stream.

Game: Dota 2 low/medium settings 1080 res 144hz(if possible)

iternet - 18 Mbps upload 70 Mbps download
cam - canon 200d (sl2 rebel in US) + camlink elgato
mic - blue yeti

CPU - ryzen 7 1700 (no X) stock cooling with some problems to OC after few try i leave that on 3.4 all cores(planning change to new razen when show up)
GPU - geforce 1080 msi FE
Motherboard - msi X370 Gaming Plus
Ram - Vengeance LPX 16 GB (2 x 8 GB) DDR4-3200 Memory
ssd - Samsung - 960 EVO 250 GB M.2-2280 Solid State Drive
power supply - G2 650 W 80+ Gold
monitor 1 - AOC - G2460PF 24.0" 1920x1080 144 Hz Monitor
monitor 2 - LG 24MP88HV 24"

If you can help me with setup best from what i have it would be great. My main conserns:
1. Way to stream encoding CPU/GPU and what settings
2. can i get 1080p60 stream on this PC
3. can i record my gameplay on this PC and stream without frame drops (ofc need more storage)
4. Do i need buy elgato card to record my gameplay

I would like to get best quallity stream as possible with what i own but if you have any idea what should i buy to upgrade quality feel free to comment.
I'm pretty sure i forgot about some things, just let me know what was that :)

Use Tools->Auto Configuration Wizard.

You don't need a capture card, unless you want to capture a second device like a gaming console. If you use the same PC for gaming, recording and streaming, a capture card would be a waste of money and would get you even less performance than OBS game capture.
