Question / Help Streaming to Facebook limited to 2.5Mbps

So I'm trying to work out streaming to Facebook and I have OBS successfully streaming 720p, audio at 160kbps and 30fps. I've set up the key frame interval to 2 seconds and it seems to work ok. However, I'm a bit confused as to why I can't stream at a bit rate higher than 2.5Mbps. Upload bandwidth from our ISP is around 25 Mbps, so that's not an issue. I've set the streaming bitrate to 4 Mbps, but that only kills the frame rate on the Facebook stream as the received bitrate never breaks 2.55 Mbps.

So I don't think it's our provider, and it seems as though the higher bitrate is getting sent (judging by the drop in framerate on FB's end when I increase it). Is there anything that FB might be doing to throttle my stream rate? I've streamed from an old iPhone over WiFi at 4Mbps with no issue...

I should point out, I tried VBR just for kicks and discovered that it needed maybe 1.3Mbps to stream 720p / 160 kbps. Overall, I'm not greatly worried if I can't solve this, but it had me wondering...
