Streaming quality problem

So I've started streaming recently and I noticed that even if I have stable bitrate at ~6000, 0 fps drops, the quality of the stream is a bit meh. The stream looks like it has lower bitrate than it should or something, I have no idea. I tried changing the bitrate to 7k or 8k but still the same quality. You're downscaling.
Downscaling will always incur a noticeable quality loss.

Try running a game at 1280x720 in Windowed mode, and set your Canvas and Output to the same. It should be significantly clearer.

With bitrate it looks fine now but the quality is really bad and the game is kinda unplayable and when I try 1920x1080 or 2560x1080 both ingame and in obs then I get the same problem I had above.
