Clearly the above quoted message is typed up incorrectly, seeing as I took it to mean 720p and higher isn't possible unless you're partnered, hence my initial reply.
Like I said, I used to stream at 720p 60fps 3000/3000 with the original OBS with no issue's and I remember the stream being quite high quality, I put a lot of effort into my streams regarding quality, therefore find it difficult to believe I would of accepted a solid 480p quality.
I'll try 720p 30fps and see what happens, curiosity is high. I'll get back to this post and update as soon as I can.

UPDATE: Same issue, stream appears to be about 480p with 30fps.
Second Update: I checked the official Age of Empires twitch channel to see what quality they get, seeing as they're not partnered either, they're somewhat 480p also, so I tried to do 'window capture' and that has seemingly fixed it. I can show the game at the exact same quality that I see in-game, at least via the OBS preview, where as before it appeared 480p. Whether or not the live stream will see the higher quality is uncertain. I must just remember having higher quality overall than perhaps what I actually did, it's almost like when you look back and picture the games you used to play, you remember them having good graphics, when you actually see the game with screenshots, it's like, WOW, it's terrible. I never streamed AoE with OBS original, so I can't really tell, I just thought it should of been higher than what it was putting out.
