Question / Help Streaming problems

Hi, I need to ask for help. I am helping a friend to broadcast on a chat page and she has many problems. I know little about OBS and she nothing.

She has a powerful asus gamer and 50mb of data upload, but OBS still has problems. It is minimally configured, bitrate 6000, the use of cpu in ultra fast and has problems with screen freezing. It also gives problems in transmitting fullhd at 60fps without any reason for technical or internet limitation. Is there a configuration guide to know what the errors might be?

Notebook asus i7 8gen, 8gb ram, 256gb ssd, 1050 ti.

There are plenty of tutorials on YT and even on here on how to configure OBS for different kinds of systems. Also depends what your friend is trying to do on that notebook. Is your friend just streaming to talk to people or is she gaming on it at the same time ect ? Notebooks are not as powerful as desktop PC's so take that into account also. You could post a log file here to give people a better idea of whats going on. There's a guide on how to post one.
