Question / Help Streaming Massive Frame Drops 0kb/s

My problem consists of when I start streaming. I have recently been able to stream no problem many times before. But for some reason now when i stream i get massive frame drops (around 70% dropped) and the bitrate will just drop sometimes getting to 0kb/s.

PC Specs: i7 5820k and GTX970.
Again i've streamed perfectly fine before, but I'm not sure what could possible cause these problems. Also I can record locally without any problems either. It's just when I stream that this happens.

The below line in your logfile states you are having severe bandwidth issues:
23:34:56.991: Output 'adv_stream': Number of dropped frames due to insufficient bandwidth/connection stalls: 1740 (34.5%)
Can you go to the below link and run a bandwidth test and post the results please:

Speedtests like those don't actually give an accurate picture of connection quality for streaming. Follow the connection troubleshooting guide I linked above.
