So I figured out that for my stream, I have the window capture to capture the video game I am playing, and used "application audio capture" to mainly only get audio from the video game.

I have a problem that I would like to watch a movie while playing on my other monitor, but don't want the audio from the movie to be captured.

The game does let me select not to hear audio from it when tabbing out, but even "application audio capture" turns off when I tab out, even though window capture still shows the game screen.

Any suggestions?

Every app, for example browser, media player, game that generates audio outputs this on some Windows audio device. Usually on the "default" audio device, which you can set in Windows settings. With standard settings, OBS captures the "default" playback device (usually speakers) as well as the "default" recording device (usually mic).
To avoid capturing unwanted noise from these default devices, you can remove these defaults from OBS' recording. Go to OBS settings > Audio > Global Audio devices and set the desktop audio to disabled, and if you don't want to record any mic, the mic/auxiliary audio as well to disabled.
With these global devices disabled, OBS is recording only what you explicitly add as audio source in your scene. If you added the application audio capture for your game, OBS will only record that game's audio and nothing else.

About muting the game if tabbed out: that's a game functionality that just mutes its own audio while it detects that it hasn't the focus.
