Question / Help Streaming csgo

My PC Specs

Graphics: AMD MSi R9 280x 3GB
Memory: 16GB
Processor: AMD Athlon(tm) X4 760K Quad Core Processor
OS: Windows 10

So basically I'm trying to stream csgo but I don't know what my recommended setting should be, it's really slow and jumps parts when playing, I think it either my bitrate, frames, or encoder.

Also my game play is fine, It's the output on the stream that is bad
