The basic statement for the situation is that when I activate the stream, It will remain a range of 110-160 fps. But when I tab out to another program such as my twitch dashboard, any widget used to show stream information, or anywhere out of my game in general, as soon as I tab back in there's a major difference in FPS. My FPS drops below 100, and it ranges between 30-80. Now before I tabbed out, during the 110-160 normal streaming, my graphics card showed 90% usage. That's supposed to happen. But ones I've begun tabbing out, my graphics card seems to forget about Overwatch, the usuage drops down to 20%, and now I have insane stutter between 30-80 making the game literally unplayable. 30-80 may not seem like a big deal, but when it stutters up and down it makes insane input delay and over-shots. Here's the log during the session it happened in. I deleted the VoD from my stream showing the lag without thinking to link it here, so all I have is the log.
I can also recreate the scenario over and over again, so its definitely a problem.
